Botswana Qualifications Authority (BQA) is a parastatal under the Ministry of Tertiary Education Research Science and Technology. It draws its mandate from the BQA Act, 2013. Its main objectives are to provide for and maintain a National Credit and Qualifications Framework (NCQF) and to coordinate the Education, Training and Skills Development Quality Assurance System. BQA invites applications from qualified candidates to fill the above position.

Job Summary:

To coordinate the development of  unit standards, qualifications and assessments instruments that will be used to facilitate the delivery of quality, competitive and internationally recognised education, and to accurately and objectively assess compliance of education and training providers, assessment centres, awarding bodies, assessors and moderators across various sectors with NCQF and BQA standards.

Main Duties

Qualifications and Assessment Instruments Design Policies and Procedures

  • Initiates the development, review and update of effective policies, strategies and interventions for assessment and instrument design standards and recommends them to Manager Qualifications and Instrument Design,
  • Provides input into divisional plans and budgets
  • Researches and keeps abreast of trends in education to identify and recommend the adoption of best practice assessment and moderation standards and produces technical reports for approval by the Manager Assessments
  • Provides advice and guidance to BQA Staff and Executive Management on assessment and moderation standards

Establishment of Qualification Development and Assessment Design Sector Expert Panels

  • Coordinates the implementation of annual work programme and schedules for qualifications and assessment instruments design in consultation with other divisional staff
  • Facilitates the establishment of sector expert panels that will develop qualifications and assessment instruments on behalf of BQA by:

- Placing advertisements in appropriate media to facilitate the attraction of suitably qualified and competent candidates to sit in the panels; Screening and selecting candidates in accordance with BQA criteria and guidelines, prepares and submits reports to Manager Qualifications Development and Assessment Instrument Design

- Preparing and issuing appointment letters to successful candidates

  • Participates in the development and delivery of the induction and training programmes for sector expert panels in conjunction with Capacity Building Division and other BQA Staff
  • Provides effective support to sector expect panels by scheduling their meeting, making logistical arrangements for their attendance and undertaking secretarial services during meetings
  • Processes payments, sitting allowances or reimbursements for sector experts panels in accordance with BQA procedures Qualifications Development
  • Convenes meetings of sector expert panels in accordance with approved annual work programme and schedules
  • Provides technical advice and support to the panels on the principles, methodologies and guidelines for their work and provides them with secretarial support and any information relating to development of qualifications and assessment tools
  • Liaises with regional and international stakeholders to benchmark Botswana unit standards and qualifications, and provides support to panels to ensure their compliance with regional and agreed global benchmarks.
  • Monitors and checks the work of sector expert panels against their terms of reference to ascertain their compliance with relevant NCQF, BQA standards and their SLAs
  • Compiles sector expert panels’ reports on developed qualifications and submits to the Manager Qualifications Development and Instruments Design for review and approval before submitting to Executive Committee and relevant BQA structures Assessments Instruments Design and Development
  • Convenes meetings of sector expert panels to design assessment tools in accordance with approved work programme and schedules
  • Coordinates the implementation of policies, criteria and guidelines for the development of assessment instruments, provides guidance to sector experts panels on interpretation thereof
  • Liaises with regional and international stakeholders to benchmark Botswana unit standards and qualifications and provides technical advice and support to the sector expert panels to ensure that their instrument design work complies with regional and agreed global benchmarks
  • Monitors and checks the work of sector expert panels against their terms of reference to ascertain their compliance with relevant NCQF, national regulations, assessment criteria and guidelines
  • Writes minutes and compiles sector expert panels’ reports on developed assessment instruments and submits to the Manager Qualifications Development and Instruments Design for review and approval before submitting to Executive Committee and relevant BQA structures Testing and Dissemination of Qualifications and Instrument Design Instruments
  • Identifies and selects panels of inspectors and auditors to undertake field trial of unit standards and assessment instruments in accordance with laid down procedures for approval by the Manager Qualifications and Instrument Design
  • Organises field testing and accompanies the panels to supervise them , ensuring that the panels comply with BQA standards and criteria
  • Compiles panel reports on field testing including identified shortcomings and recommendations for revision of qualifications and assessment instruments and submit to Manager Qualifications and Instrument Design
  • Disseminates and communicates approved unit standards/qualifications and assessment instruments to ETPs, assessment centres and awarding bodies to foster uptake thereof
  • Maintains close working relationships with education & training providers, assessment centres and awarding bodies to advise and support them on interpretation of the unit standards/ qualifications and assessment instruments
  • Continuously monitors the adoption and acceptance of standards for assessment design by the ETPs, assessment centres and awarding bodies.

Reporting

  • Establishes and maintains up-to-date data base of sector experts to ensure availability of pools of competent experts to design qualifications and assessment tools on behalf of BQA
  • Prepares monthly and quarterly reports on qualifications and assessment instruments and their uptake by ETPs, assessment centres and awarding bodies and submits to the Manager Qualifications Development and Assessment Instruments Design for review and consolidation into divisional reports
  • Produces qualifications and instrument design statistics as and when required to enhance informed decision making

Minimum Education or Qualifications: 
  • · At least a Degree in Education Management from a recognised institution or any other related qualification acceptable to BQA

Key Skills and Experience: 
  • · At least 5 years’ experience in Registration and Accreditation within an education and training environment

Remuneration
